Not cheap, but not too high-scale - a place where you can meet other backpackers and fellow travelers. A good central location would be nice, too.

Marriot Hotel is not too expensive for international standards and is very beautiful. It is close to a popular tourism-neighborhood: La Mariscal. In "La Mariscal" you'll find lots of people from all over the world. There's a lot of tour offering, too. It is almost in the center of Quito and you may build your own tours by using the Trole-Bus or Eco-Vía (city-long transportation).
If you don't want to spend in brand hotels like Marriot, you can go to La Mariscal and find smaller, nice hotels for cheaper fees. Here you would find a lot of travelers and backpackers.
(don't go to Swissotel or Sheraton as they are not close to adventuresome people)

The hotel Sebastian is nice. Its in the downtown area, with great restaurants, bars, ect around. Its not far from Mariscal Sucre. A lot of my bird watching friends stay there when they go to Ecuador.
If you want something upscale, I like the Radisson. Its not as well located, being in the business district, but its very nice.
